Ecuador’s government has declared a state of emergency — suspending civil liberties — in a jungle province to quell protests that have interrupted the flow of crude in the nation’s two main oil pipelines, President Alfredo Palacio’s spokesman said Wednesday. Television on Wednesday broadcast images taken a day earlier of three men apparently shot and wounded by soldiers who were trying to repel hundreds of people hurling stones at them in the town of Borja, about 75 miles (120 kilometers) southeast of Quito.
